l   产品的主要标签内容应该放置在外包装Outer Container，或产品的悬挂标签牌上。

Outer Container (Or Label of Single Container Product)

外包装（或单一个容器的产品上的标签）上的内容，

Outer Container外包装：产品在零售时直接展示在消费者面前的包装，纸盒，折叠纸盒。如果产品只有直接容器，没有外包装，那么直接容器将被认为是外包装。

Net quantity of contents净含量：必须用美制单位,如: ounce盎司, fluid ounce液体盎司等

如果净含量小于5ml，净含量不需要标识。

举例

•   Net wt. 4 oz.

•   Net contents 4 fl. oz.

•   4 av. oz. net wt.

•   4 oz. net wt.

•   Net 4 fl. oz.

Oz: ounce; 盎司(1oz等于28.3495克)

fl. oz.: fluid ounce液体盎司(1美制液体盎司=29.571毫升)

标签上出现的商业名称和商业地址可能是制造商manufacturer、包装商packer。

或经销商distributor. 的名称和地址;

如果名称和地址不是制造商的名称，则必须在前面加上短语,如“Manufactured for ..., Distributed by ...",”或其他适当措词。

公司名称必须是公司名称，地址可以是主要营业地。另外，公司的特定部门的名称是可选的。

公司名称和地址，应该是美国的公司名称和地址，地址至少精确到街道street, 通常包括街道，城市，州，邮编。

国外生产进入美国市场的产品，应该标明原产国，比如Made in China或者Origin: China或者Country of origin: China

Ingredient declaration成分宣称

Ø   成分宣称顺序:

1.       Active drug ingredients活性药物成分(如有)

2.       非颜色添加剂成分

3.       颜色添加剂成分(如有)

4.       其他成分

Ø   含量大于1%的含量从高到低,少于1%的含量顺序可以不按从高到低; 颜色添加剂成分不按从高到低;

Ø   成分百分含量可以标在成分名称后的括号里,也可以不标.

l   § 740.10 warning警告语

如果化妆品的安全性还没有充分得到证实，而又不在主要展示面PDP包含以下警告,则化妆品会被认为是虚假标记的:

Warning - The safety of this product has not been determined.

经过科学训练的专家根据经验,从现有的毒理学和测试数据,合理的结论中得出合格的化妆品的安全性可以认为被充分证实。

l   一些具体的化妆品,应该有的一些相关的警告语:

§ 740.11Cosmetic Aerosols气溶胶化妆品:

Warning--Avoid spraying in eyes. Contents under pressure. Do not puncture or incinerate.

Do not store at temperature above 120°F. Keep out of reach of children.

§ CFR 740.12Feminine Deodorant Sprays女性除臭剂

Caution--For external use only. Spray at least 8 inches from skin. Do not apply to broken,

irritated, or itching skin. Persistent, unusual odor or discharge may indicate conditions for

which a physician should be consulted. Discontinue use immediately if rash, irritation, or

discomfort develops

§   CFR 740.17 Foaming Detergent Bath Products泡沫洗涤剂产品

Caution--Use only as directed. Excessive use of prolonged exposure may cause irritation to

skin and urinary tract. Discontinue use if rash, redness or itching occurs. Consult your

physician if irritation persists. Keep out of reach of children.

l   标签上的字体高度必须是1/16英寸以上

另外有效期和批号法规没有明确写明，但FDA认为这些也是必要的。
